Position: Procurement Officer
Division: WCS Thailand Program
Reports to: Finance and Administrative Manager
Location: Base in Thailand Office, Nonthaburi, Thailand
Job Type: Local Full time Contract
Organization Background:
The Wildlife Conservation Society (WCS) is an international conservation NGO headquartered at the Bronx Zoo in New York City working to save wildlife and wild lands and to meet global conservation challenges in over 60 countries in Africa, Asia, and the Americas.
WCS Thailand Program has been established since 1997; we are working closely with the Thai government and in cooperated with several academic institutes as well as local and international private organizations to achieve its mission to strengthen the science-based conservation principle, in order to preserve the intact wildlife and wild place in Thailand.
Purpose of the position:
This position will support on all procurement activities for Thailand program activities and operations. The Procurement officer will provide general day to day support across the WCS Thailand Program and lead on procurement of project goods/services. The Procurement officer will work closely with the operation team and project team in order to strengthen WCS Thailand procurement works, ensure the compliance with procurement guideline and provide comprehensive support to WCS Thailand project site.
Principal Responsibilities:
Procurement
- Lead on conducting/coordinating all procurement for WCS Thailand program.
- Provide guidance to all procurement related issues to all WCS staff.
- Receive and review procurement requests from staff, specifications and confirm compliance with WCS and donor procurement plans/policies/regulations.
- Identify potential suppliers/vendors and ascertain conditions of purchase and quotations.
- Confirm terms of payment and delivery conditions in order to prepare Purchase Orders (PO). Ensure that appropriate level of authorization is received prior to releasing the orders.
- Search and compare the quotations from suppliers; prepares Purchase Orders (PO) by verifying specifications price.
- Work with suppliers to determine best value and quality for WCS. Ensure quality standards are met through administration of purchasing complaints and resolutions provided.
- Ensure timely delivery of procured supplies and materials. Track procurement status and payments for procured items.
- Ensure that any invoices and procurement document are sent to accounts for payment.
- Ensure that appropriate receipts and received when payment is conducted.
- Maintain records of all transactions, ensuring that an efficient filling system for a record of all quotations, copies of records of expenditure, receipts, etc. are all correctly kept.
- Prepare all procurement files as requested by external audits as appropriate.
- Create pre-qualified list of suppliers are available and updated,
- Taking part in the procurement committee.
- Assist other tasks assigned by supervisor (if any).
Vehicle management
- Develop and manage a tracking system for WCS vehicle insurance policies and contracts, ensure insurance contracts for all WCS vehicles are properly updated.
- Perform regular vehicle checking. Coordinate these activities with Project team. Cooperate with insurance company for the reimbursement if any.
- Maintain the vehicles in a safe and legal operating condition. Coordinate these activities with Project team. This includes:
- Complete weekly records on the condition of all project vehicles based in Nonthaburi. This includes both motorcycles and cars.
- Develop and implement vehicle maintenance records for all project vehicles based in Nonthaburi.
- Maintain accurate records regarding all documents for vehicles, including registration, insurance, tax, etc. Update these documents when required.
- With the Project team, ensure that all first aid kits are completed and replenished, and that other vehicle equipment (tarpaulins, winches, etc.) is kept in working order.
Qualifications Requirement:
- Bachelor’s Degree in Business Administration or related fields.
- Minimum 2 years of relevant experience in supporting procurement tasks
- Good knowledge of MS Office (Word, PowerPoint, Outlook, and Excel)
- Good communication skills (both written and spoken) in English.

- Must be honest, reliable and attention to detail.
- Good in communication and negotiation.
- Organized and methodical approach to administration and record keeping.
- Good teamwork, Interpersonal skills, and Critical thinking.
